Especially when it's sent to a mailing list where not all of the
recipients are interested in it. Typically followed by subsequent
emails indicating a mistake was found thus another complete copy
needs to be sent to everyone.

The concept sending an email telling people where to find the
file appears to be just beyond some people. Even though it would
probably involve a lot less work in many cases.
