The CE mark is applied by manufacturer, when he self-certifies that he has recorded certain information and in that informations says what the 'machine' can do. example: Company I contract to 'designs' machines and makes some in house and some by sub-contract. After obeying the CE mark requirements to say we have recorded the information (with pressure vesels we also have to lodge information with a EU repository , for safety reasons to show designed to EU pressure vesel code).
