Yes the 'offending'
product (unless it is very old) has a CE mark,
and the
user thinks he is complying with the EMC regulations.

shows how wrong you can be.

The CE mark here is not the problem. The lights dimming is due to voltage drop when too much power is taken for your wiring to cope with. Not too much current - that should pop the fuses, but something in the feed is high resistance. The vacuum should not louse up the TV unless the TV receiver is not as good as it should be and/or the vacuum cleaner causes the voltage to drop - or as before the suppression on the equipment has failed. Do you have a lot of fluorescent bulbs in your house - these are made so badly that they raise the background noise level to the point where any additional noise will break down cheap tv receiver performance. See if you can borrow a pc tv receiver - they expect to be near a lot of noise and are often better filtered. We live in a world of amazing technical revolution accompanied by shyster manufacturers who will make things that perform just above the bottom line and when everyone does that and your electricity supplier does the same things get a bit rough.
