Yes, the other 127.0.1.1 is a localhost.

All IPv4 addresses starting 127 are typically mapped to the loopback
device. Client have an Windows machine where one program listens for
mail (SMTP) on 127.0.0.1 and forwards it to another mail server
listening on 127.0.0.2.

I think some versions of NTPd use to do something with some other 127/8
addresses, but it is pretty unusual to do much with them.

The others all IPv6 as the names imply.
