If you can spare a machine to be dedicated for this purpose (or on the 
other hand, a virtual machine running Virtual Box or VMWare) then I'd 
suggest Ubuntu Server.  It's easy enough to install and it has a LAMP 
server option.

It's requirements aren't particularly high, you could probably get away 
with an old P2/P3 with 128MB ram and a 10GB hard disk just to build a 
basic system for playing about with.
