I should have added, "yes it would have to be". The reboot only applies to the University's leased desktop PC's, and those are required to be running Windows XP as the main O/S (it's part of the lease requirement). Therefore, any other computer at the Uni, bought for example by a faculty/department, should not be affected by it at all - regardless of whether it is a Windows system, Mac, Linux or whatever.
