Currently things can be very patchy, With literally one end of a road
being enabled and the other end not. (In the case of my road these are
even cabinets with consecutive numbers. A few hundred metres apart.)

Probably little you can do with the cabling then,
Have you tried the "test socket", by taking the faceplate off on the
NTE5. (Even if you have no extensions connected).

Also putting the numbers into
https://www.btwholesale.com/includes/adsl/main.html will usually also
tell you the cabinet number.
