Part of the whole net neutrality debate is about not having to cover your own back! The ISPs don't want to be responsible for what goes over their networks, just as the post office is not responsible for what you put in a brown envelope and post to someone.

When the media companies start to lobby (and sue) the ISPs then things get really muddy really quickly.

Sadly, we have no concept of "common carrier" for data in the UK - which does exist in other countries - until the media companies lobby/sue the various governments to do something about it, and it'll all be done under the guide of "if it saves just one child..." which, while worthy is being abused for all the wrong reasons.

There are plenty of ways to currently get free and virtually un-tracable Internet connectivity in the UK. You just have to drive round any housing estate or business park and you'll eventually find an open access point. Setup a TOR session and off you go.

Or go into a Three shop, buy a £21 deal of 1GB data plus dongle & SIM, pay cash for it use TOR and off you go.

So, based on that, I'd feel that the chances of someone actually using a service provided by a holiday let to get something that might trigger a police raid are very slim indeed...

Unless they're really really dumb.

But for Tom and his holiday cottages ... It'll become an issue when the local competition offers free Wi-Fi and starts taking custom away...
