I think there's a difference between saying 'You can download 3Gb a month for £10', and giving you a tool to monitor against the 3Gb, or saying 'You can download as much as you like, but we'll slow down your connection if you download more than X Gb'. Virgin aren't saying they'd stop you downloading, simply that it may slow down for a limited period.
But the thing is then I am downloading something that I need quickly I have to make sure I don't go over the limits or they will throttle me down to 5Mbit/sec for 5 hours which can be annoying.
Saying that I don't tend to download much during the day so I'm rarely hit by the limits.
