You have two options

openecdl, so the courseware is freely available

ingots (software) Pilots (hardware)

All we need now is someone else to
A) find a suitable venue
b) book i
c) be able to teach and present the course
d) certifiy the exams so anyone taking them can get a certificate

and all the other items needed for this to work,  computer suite,
insurance etc etc etc
