Not necessarily: try transferring an expert in Corel Painter to Photoshop and he'll scream like a baby.
Well, maybe not like a baby, but he'll certainly be annoyed. Same for GIMP >> PS, but less drastic...

I personally find PS to be nonsensically arranged now that I'm used to GIM 2.3 :)
