National ID can work if everyone gains from it. Examples include Estonia (I gather driven off fear of Russia) and India (removing red tape)
India's was mired in court cases about its purpose, it being mandated (when the court ruled it shouldn't be), it is strictly not an identity card according to India, it fits closer to a US social security number.
India's scheme has exactly the faults I fear, lack of clear purpose, no clear success criteria as a project, unclear financial benefits, etc. They've certainly made savings in the rollout, but it isn't clear they'll be sustained, or that they are as large as the politicians promoting it claim.
Mandatory linking to bank accounts spawned a trade is stolen fingerprints.
Doubtful denial of government services with limited avenues of appeal.Estonia is about the same size as Birmingham, very different scale of problem.
