It's an Old problem, I know that much... How much of a problem remains, if it's Still a problem, is a classic case of poor project management..
 
And government procurement is riddled with issues, as we all know!
 

 

I am not familar with this,  but it souds like another thing we coud cite with regard to objecting to digital id cards, when trying to suggest the goverbment projects never work properly.
