How many ppl change ISP? (rhetorical);  Most put up with the sh*t
service they get because they're too unwilling to pay a decent ISP for
a proper service.

Or their ISP is tied to their telco and it would be costly and much disruption to change both. However a phone call to ensure you're paying a fair price avoids the 'new customers only' penalty of loyalty.
