Yes, I know how you feel,  I get sick of it too,  and a lot of other people were 
too, hence the update service was brought in,  and many of the changes between crb 
and dbs were brought in to address the issues raised by people.  which was deterring 
people from working in certain post not as they have a dodgey past but constantly 
having the red tape thrown at them.

Sounds to me we need a further shake up of the whole security system.
 You can get a driving license,  that does not need a new one each time you get a 
different job requiring a license,  So why can't the Security,  DBS system be the 
same, 1 or 2 cards (or even 1 combined card in some cases),  (even the new citizen 
card is biometric) that just makes the system very streamlined but still safe and 
secure.
Employer scans the card, it auto hooks up to a system and informs employer of any 
changes or other relevant information (qualifications etc),  the employee can also 
provide ID info as needed.
