I use one called Pushbullet which will run as an android app, a windows native client - and a chrome extension. I like it for popping up SMSs onto my computer where I can reply with a proper keyboard - but it also shifts files back and forth (Which i don't use). (Only small ones on the free version, but I'm sure there are other apps that do stuff like this well)

Or, gdrive / generic cloud storage thing of choice.

Thanks for the sympathy. I had not thought of looking for other methods. One problem could be that the phone with the photos on it is not a smart phone. So no wifi. Which is the reason I looked at bluetooth. My other, older phone is a smart phone, but that one does not have the photos on it. As I said, typical,

Hi Neil,

The older non-smart phone, I assume has a USB connector - for charging at least. What happens when you connect the phone by USB to a computer? I remember prior to smartphones they had two modes, and one was a Storage Device. With your old phone's USB mode as Storage Device it ought to be picked up by the computer as a USB HDD, and then be possible to access your photos that way.
