Nothing has changed recently, but that's essentially full-rate for fibre to the cabinet with copper to the house. You must be very close to the cabinet - literally less than 50m from it. the only way you'll get faster is by fibre to the premises (or bundled lines - much more costly though)

 I am also with Zen Internet for my broadband. I get 37mbps down and 9mbps up. If I were willing to pay a bit more per month I am told that I could get speeds of 76 and 20. I have not upped my payments to get this because I am happy with the speeds I get now. And yes, I am very close to the cabinet.

It could be that you are getting your speeds because you are paying top whack. Or maybe, as said above, you are just lucky.
