Correct commercial channels are funded by their own means, but have you
bought a TV set ONLY capable of commercial reception?
Capability to receive is basis of licence. "I only watch ITV " might not
get you off a fine.
PS There are political thoughts at present due to internet media
watching rise to require a licence for computer internet use (part to
register all owned computers for tracking to a person, similar to mobile
phones SIM registration part to raise money.
This is in a 'socialist program' being discussed back stage at present.
