If anything, they are time consuming and have a low success rate. The people performing the calls make very little. That may mean there's a lot left over for their big bosses - it may also mean that the scam is only profitable if the callers get paid so little. In general, the problem with computer related crimes is the low catch rate. I try to leave decisions on sentencing to those who have studied law. I do think that the legal system should aim avoid false positives.
