No it wouldn't.

How do you expect an ISP to keep a whitelist of legitimate torrents?

The ability to distribute modified versions of software is a
fundamental principle of free software. It would be a nightmare for
everyone involved if ISPs were whitelisting torrents, not to mention
futile.

Anyway, it's trivial to route any P2P traffic over SSH -- will you
block that next? :)
