In my mind, I guess the simplest answer is the repositories... 

Of course, the benefit of any distro is that the maintainers understand the 
interdependencies and know which packages work and which conflict, but yes, 
technically, an end user could start with Debian, add some repos, do a lot of "sudo 
apt-get install" and hopefully it'll all work.
