The short answer is yes, in principle to a) and that I don't know enough about quantum stuff to answer b).
The longer answer is that using random numbers is all about entropy, which what computer scientists call surprise. If your pseudorandom number generator provides enough entropy for what you're going to use it for, then there's no need for something better.
