The "Dangerous Dogs Act 1991" has already been mentioned. Yet there have been recent cases of dogs seriously (even fatally) injuring people (thus self evidently "dangerous) but the owners apparently cannot be changed with anything. More recently we've seen "anti-terrorism" laws applied to people heckling political meetings.
