No you don't.

Well, yes he does.

But so do I. And you. And he can't do anything with it without seeking our permission, and one or two other people as well.

It is owned by the council, and the council is "owned" by the taxpayer. They answer to us and work for us but the taxpayer has no power as an individual, only as a majority group of voters (not just taxpayers) by electing representatives to best represent the group's interests. (YMMV with your council and government. Mine certainly does.)
