I think the last time I saw this with a USB device was because a module had loaded the driver for the device and wouldn't let Virtual Box take over the device. IIRC I had to disable the driver using rmmod.
Just tried removing the webcam driver on my laptop, I unloaded the driver by typing:
sudo rmmod uvcvideoNot sure if that's any help. It's possible your USB webcam might use a different driver to my laptop webcam. Using lsusb and lsmod you should hopefully be able to fathom which one it is, I worked out mine by checking the output of lsmod:
