To be fair small businesses who don't have an IT department might not be that clued up on IT to investigate alternatives, or not have the time. They would probably go to an IT provider of some sort and quite a lot of these IT providers (both small and large) tend to just offer Microsoft solutions.
So maybe we should be talking to the IT companies and asking them about why they're not promoting FLOSS?
