In a way the lack of community spirit these days helps broadband providers. How often does anyone actually need the full power of their connection?

If people knew their neighbours better then 2 or 3 households could all chip in together for a wireless broadband connection and save a decent amount over a year. There wouldn't even be the worry of being prosecuted for downloading or uploading something you shouldn't as the law states they have to identify the infringer and not just the IP address.

I think you'll find they go after the account holder as whatever happens on the account is their responsibility.

Well - that part aside, you're likely to find that the ISP doesn't allow re-sell of their peoduct anyway, however...

The way to do it would be to get a business connection with a small subnet routed - so you'd have 5 usable IP addresses - then arrange each user to have one of those IP addresses - solution for 5 "customers" with the right kit, etc.

However - would it actually work? Maybe... If you can get the physical side of it working - e.g. easy cabling, or line of sight to the Wi-Fi access point, a separate router for each house, etc. Maybe OK for a community who's users are well behaved, but what happens when one household has their 20 something back from uny and they decide to saturate the net with p2p file traffic, and so on ...

Personally, I'm just a bit selfish and would suggest that the hassle of actually running and maintaining it is more bother than it's really worth...
