How often does anyone actually need the full power of their connection?I think you'll find they go after the account holder as whatever happens on the account is their responsibility.If people knew their neighbours better then 2 or 3 households could all chip in together for a wireless broadband connection and save a decent amount over a year. There wouldn't even be the worry of being prosecuted for downloading or uploading something you shouldn't as the law states they have to identify the infringer and not just the IP address.
