I'd say it's probably about 50/50. The problem is those users with the killer apps. Sometimes Wine helps, other times dual booting or VirtualBox works, but alas in some cases they just go back to Windows.
Other times I think it's familiarity with things which installing Windows versions of FLOSS apps can help.
