100% packet loss to 127.0.0.1 - well that is your problem.
Suggests the loopback interface is broken or missing. Does
/etc/network/interfaces have the three lines:
# The loopback network interface
auto lo
iface lo inet loopback
If not add them back and reboot.
Does "/sbin/ifconfig" report an entry for "lo"?
Mine has two.

If yes, as Dan suggests probably wacky firewall rules.
