Sure. But some people do want to do things themselves, just because it's fun, or because it's more real. When my wife used to build websites, she could have written them in Dreamweaver or something. It would have saved her time. For the same reason, some people like to do a bit of website programming themselves. They tend to use PHP for understandable reasons.
