I hope Ubuntu fixes that Pulseaudio hell ASAP, because esd it's
officially dead. Moreover, I moved to Fedora to avoid dealing with it,
and everybody around me insists on using Ubuntu (and I have to fix it!).
I've had some issues with PulseAudio (not specifically with Skype, that 
seems to just work.  However I've had issues with other apps, usually it 
requires me to use a wrapper such as padsp (which wraps OSS in 
PulseAudio) or aoss (which wraps OSS in Alsa).  Of course using these 
wrappers requires the app to support OSS.  It's not always a solution 
but on some occasions it's worked.
