I have already bought a tank, thanks, although in the future I am thinking of purchasing one of the huge glass fish tanks that turn up at Newton Abbot tip, just recently saw one capable of holding approximately 64 machines with dual gfx cards each, a car radiator would cool this perfectly and the power of the cluster would be amazing. On old systems that do not require a heatsink on the CPU or GPU, or maybe if they require only a small heatsink, then it would not be required in oil, for most modern purposes however all heatsinks and fans are to be used as normal.

Sounds like an interesting idea.  If you need a tank, I have a 3ft fish
tank sitting here not doing anything (hasn't got a lid though).  It's
always something I wanted to try but I figure with kids running around
if the tank gets broken it'll get messy but I can certainly appreciate
the cooling that it offers.

I can never remember, does something like this still require heatsinks
on the CPU, GPU etc?
