Restoring after hibernate takes around 3 minutes to return to a usable desktop. The desktop is there after around 90s, but unusable due to continued disk thrashing for another couple of minutes (I timed it a couple of days ago). I don't call that "starts back up in a couple of seconds". OTOH, if I use "Standby", then it really does resume in a couple of seconds, but obviously it's consuming power (even if not much) in the mean time.
