This tends to be a common problem with all myopic software.
To build an 'enterprise' app you have to start off with an enterprise 
approach. Office Software is fine for the home, not too bad for two or three 
people in an office but worse than useless in an enterprise - despite 
billions having been spent on it by MS and customers (I think MS know its 
useless which is why they keep bringing out new versions to stop people 
cottoning on). The percentage of places I've worked that are trapped in the 
'office' mode because they've got too much stuff to convert easily is 
probably about 99.
 What we really need is an enterprise app with an easy  'single user' 
configuration that can be grown to enterprise level. 
Drupal is a lot better at building large web sites than some but it is still 
restrictive in the sense that documentation is NEVER isolated in reality and 
needs to be owned and managed  and generated from elsewhere etc etc.
Unless you KNOW the stuff is going to be self sufficient and isolated then I'd 
really consider an ERP!

But I dont know of an easy start up ERP with decent WEB provision....
