I don't see how the GPL precludes such terms in a second license; GPL is
to do with source distribution, and code modification rights, etc. not
data througput.
In any case, this is now a non-issue, since Google have back-tracked and
changed the wording of the license for Chrome, such that they (Google)
_don't_ claim royalty free use of your IP/copyright material.
