The "contract" for parking wardens was out-sourced like a lot of operations in the council (I work for Torbay Council by the way) to NCP. We where told at the time (and most didn't believe it then) that this would bring more money into the council for various projects to help the community and save money as well. So far, as far as I can tell, TC hasn't made or saved any money ... in fact its now thinking of putting up parking meters in the areas where "free" parking is still available to fund the contract with NCP, while NCP have been laughing all the way to the bank. This has done nothing but drive tourists away from what is already a seriously depressed seaside town with few job prospects. It doesn't help to see that about 1 in 3 shops in Torquay town centre is now empty or full of local artists artwork (placed their by the council in order to attempt to fool people into thinking the shops are not empty) all paid for by the local rate payer. The whole fiasco reminds me of the parable of the old woman who swallowed a fly.
