Well, yes, what most people see as "the BBC" is actually a whole load of separate businesses, not all of which are funded by the licence fee (BBC Worldwide, for instance, was entirely self-funding last time I was talking to a BBC employee about this sort of thing). AIUI each has to balance its own books though, so it could be an issue.
