Like Julian, I would simply replace the PSU. You can get them pretty cheaply, 
but, if you can run to it, the better (read - more expensive) models are much 
quieter in most cases and also provide a more steady and reliable voltage. 

A cautionary word - a PSU contains a whacking great capacitor inside which can 
give you a nasty shcok, even when disconnected from the mains. I would not 
open one and poke around inside unless you are very familiar with them.
