Yes.

maybe upnp is upsetting your router somehow?

Possibly, but it's never had that problem before and I am using manual port forwarding.

does it seem to be slowing the torrent download speed or just everything else?

Everything else, but it happens when it's not doing anything, on all clients. Azureus won't run on my system due to some incompatibility with edgy's gtk or something...
