I think this stems from certain broken mail clients which are designed so that 
you have to top-post, i.e. they stick:

I guess there are a few ways:
1. Don't quote at all - at least then you're not setting a bad example by 
top-posting yourself
2. Encourage people to move to a decent mail client or webmail provider which 
doesn't encourage them to top-post
3. Point them at the DCGLUG's etiquette guide:
