Yuk. Sounds like a firmware flaw by that manufacturer, never heard of
anything like that before.
Well from experience of using a Telewest/Blueyonder cable modem, the modem has an IP address of 192.168.1.100 or something similar when it's first turned on, and then picks up an IP address from the ISP using DHCP. If the router is turned on first, it'll set it's gateway to the internet to 192.168.1.100.
