There is a VB like programming language which plugs into mysql/postgre and sql lite. It uses QT capabilities for gui, QT has to be installed bt is not otherwise used. Its called gambas and is very good. google for it.

Sounds like a job for LAMP (Linux Apach MySql Apache). MySql database. I have done something similar in PHP (with mysql backend) for a customer enquiry managment system where we access it all through web browers, works a treat.
