Telnet can be automated in various ways and no doubt many people have done so.

But fundamentally what you are looking for is a program to call for the top of 
a message in your POP3 mailbox, and then make decisions based on rules 
whether to delete it, download it and pass it on to another program, or do 
something sneaky and probably better not done.

Since anything I can think of this easily will have been done, there will be 
several dozen scripts that do this and a few graphical interfqaced programs 
that look pretty while doing it.
