The site is wrong, Zelah is being enabled on the 1st Sept of this year, actnow paid BT the entirety of the cost to do that one (it was only announced on the 7th)[1]. The reason that North Tamerton isn''t going to get an upgrade is because the exchange was though to be in Devon, it isn't so they are probably going to pay to have that one done as well.
Thanks for that info, can get back in touch with a friend that thought he was stuck with Home Highway. Apparently this exchange is part of some trial upgrade. Have you heard anything about that??
