Dear Barnaby,
This, or something similar, just happened to me as well. It turned out
to be because I booted the machine without one of its hard drives
connected and the GRUB configuration was hard-coded to expect both.
I solved it by chrooting into the system from a live operating system
from a USB stick, mounting all the system directories and then running
grub2-install.
