Test engineers, not so much now, but historically test engineers running 
regression checks wants stable APIs to drive browser features. 

These days it is more likely to be driven from JavaScript suites which are 
almost browser agnostic, but there was a time when you could guarantee every 
web tester worth employing had a stale version of Firefox with a known API 
supporting a given set of test tools, and migrating that suite would be a 
major task undertaken only when major releases of software were pending and 
the rest of development were busy with not releasing code.
