Ok, that's weird because you now should have everything you need for DVD
playback and unscrambling. Might be related to the whole disk navigation
subsystem, especially if the DVD was mastered in some funky non-standard
way (all too common unfortunately).
Run this just to make sure you've got everything:
sudo apt install libdvdnav4 libdvdread4 gstreamer1.0-plugins-bad
gstreamer1.0-plugins-ugly libdvd-pkg
Reboot, reinsert DVD and try again. Have you tried any other DVD
playback problems other than VLC?
