If you are able to set something up on a regular basis, then I can
mention this on the Tech jam website, as we have an "other events" page,

You could try contacting Teignmouth Library. I think they are part of
Devon CC then it may be that Simon or Ian can help there (contacts at
least).

Just bare in mind this, school internet is filtered, and in some cases
this includes use of services such as ssh etc,

If you want to meet up in Newton Abbot I do have a contact who may be
able to help with this and provide a much bigger space to meet up in.

I would start small, a few laptops in a corner is fine to start off
with, at least then you meet face to face, the venue benefits from
sales of perhaps drinks / food and promotion.

I also have some 3 fold flyers for Free software and gpg, which you may
find helpful.
