DCC will be difficult to reach. Their IT appears to be split into 2 distinct areas: 
the GSI network which is locked down to a ridiculous level, and their own network 
which is supported by a company which was created from the council. The former won't 
change in response to LUG contact and the latter is most certainly aware of 
LibreOffice and Open Office - their staff are pretty capable - but like most local 
authorities, change is slow and the adoption of new software or processes is 
cumbersome.

Reaching tech teams at schools is easy, though a lot will be too busy to do much. 
The ProPlus version of Office 365 for Education also offers the Office Online suite 
for free, so staff and students can possibly already access online versions of the 
Office suite, leading them again to be less concerned. Academies are harder to 
reach, but targeting the local staff at schools is still probably the most efficient 
option of the two. Academies differ considerably in structure from those with 
central, in-house teams, to those which offer and impose no central staffing 
structures to sites. To be honest, the issue probably is probably one of support and 
consistency rather than one of awareness.

Perhaps an easier approach would be to compile resources through the LUG which can 
be easily provided to interested educational organisations, and also benefits 
individuals. That's something I'd be interested in developing.

For what it's worth, this is written from a modicum of experience - I currently lead 
a tech team at an academy school.

Perhaps a letter from DCLUG/DCGLUG to Devon and Cornwall local
authorities (and unitary authorities such as Torbay) offering impartial
advice on the most complete and functional office suites supporting the
government standard document format odf, which they could then flow down
to schools. Not sure how to reach the academies though.
